Es posible manejar un bluetooth con vb.net o C# ??

1. Listar los dispositivos que se encuentran en linea.
2. Enviar archivos, recibir, etc
3. Coneccion personalizada, ya sea enviar caracteres, etc.

Necesito conectarme con un celular (Motorola v551)
